Towards an Ambitious FP10: The CEPS report and launch event

In a world increasingly dominated by uncertainty and crisis, Europe has the responsibility to lead in tackling global challenges. Science and technology play a central role in addressing these issues, and Europe’s commitment to research and innovation (R&I) remains a cornerstone of its global influence.

Following the success of Horizon Europe, the 9th Framework Programme, the 10th Framework Programme (FP10) is scheduled to run from 2028 to 2034. FP10 represents an opportunity for Europe to enhance its role as a global leader in scientific breakthroughs and innovation.

A recent report, Towards an Ambitious FP10, drafted by the Centre for European Policy Studies (CEPS) with support from the Wellcome Trust and Imperial College London, outlines a vision for FP10. The report provides recommendations based on comprehensive stakeholder analysis and expert guidance from an Advisory Group comprising 15 renowned figures in research and innovation.

This ambitious vision calls for significant reform in EU R&I policy, including a proposal to double the FP10 budget compared to Horizon Europe. The report builds on previous calls for reform, such as the findings of Enrico Letta and Mario Draghi and the ‘Heitor group.’ These recommendations highlight the need for a forward-thinking, strategically focused FP10 that not only boosts Europe’s scientific competitiveness but also addresses the world’s most pressing challenges.

The CEPS report was launched at a special event on 29th of January 2025, hosted by Professor Hugh Brady, President of Imperial College London, and Dr. John-Arne Røttingen, CEO of the Wellcome Trust. The event was chaired by Professor Andrea Renda, Director of Research at CEPS and lead author of the report. Distinguished speakers included Eva Maydell, Member of the European Parliament (ITRE), Professor Sylvia Schwaag Serger, President of the Royal Swedish Academy of Engineering Sciences (IVA), and Massimiliano Esposito from the European Commission’s DG Research & Innovation.

The event focused on several key areas of FP10, including its structure, governance, budget, and its emphasis on competitiveness and global challenges. Attendees engaged in lively discussions on how FP10 can best address the future of scientific collaboration, innovation, and its role in Europe’s long-term economic and social development.
