Key EU initiatives to ensure a green and resilient future

The European Union is implementing key initiatives like the Social Climate Fund, the work of the European Scientific Advisory Board on Climate Change, and the European Water Resilience Strategy to support a just and sustainable green transition.

The European Union is advancing its green transition through initiatives aimed at promoting social fairness, enhancing climate resilience, and improving water sustainability. Key initiatives include the Social Climate Fund (SCF), the work of the European Scientific Advisory Board on Climate Change (ESABCC), and the European Water Resilience Strategy.

The Social Climate Fund supports a fair transition to climate neutrality by addressing the economic challenges faced by vulnerable communities affected by carbon pricing. It will finance energy efficiency, building renovations, clean heating, and low-emission mobility options. The SCF will be funded through ETS2 auctioning and a 25% contribution from Member States, mobilising up to EUR 86.7 billion over 2026-2032. Member States must submit plans detailing how they will use the fund, ensuring targeted support for those most impacted.

The European Scientific Advisory Board on Climate Change (ESABCC) advises the EU on climate policy. Its latest report, presented on 7 April 2025, emphasises scaling up carbon removal efforts and strengthening climate adaptation frameworks to ensure long-term sustainability. This will guide the preparation of a European Climate Adaptation Plan.

The European Water Resilience Strategy addresses water scarcity by improving water management, efficiency, and sustainability. The ENVI Committee voted on its report on 8 April 2025, focusing on water efficiency, pollution mitigation, climate adaptation, and digitalisation. The strategy aims to ensure resilient water resources, especially in drought-prone areas and will be officially adopted in May 2025.
